Fundación para las Relaciones Internacionales y el Diálogo Exterior (FRIDE)
Madrid, Spain
The Fundación para las Relaciones Internacionales y el Diálogo Exterior aims to provide fresh and innovative thinking on Europe’s role in the contemporary international arena and strives to break new ground in its core research interests of peace and security, human rights, democracy promotion, development, and humanitarian action. Its constituencies are both governmental and non-governmental, and its values are rooted in justice, equality and democracy. Located in Madrid, FRIDE benefits from political independence, diversity of views, and the intellectual background of its international staff. FRIDE has contributed to the debate surrounding the Responsibility to Protect since the principle’s creation in 2001. R2P was a prominent feature in publications and events coinciding with the 2005 World Summit and continues to be a subject for policy research. FRIDE is currently elaborating a one-year plan of activities on R2P. Anticipated activities include a seminar and consultations with experts with a view toward issuing recommendations to the European Union. Also crucial will be the introduction of R2P into ongoing initiatives on peace-building strategies, regional powers, and Latin America.
Kofi Annan International Peacekeeping Training Centre (KAIPTC)
The role of the Kofi Annan International Peacekeeping Training Centre as an African associated centre of the Global Centre is to contribute to the effective operationalization of the R2P concept by undertaking sound, empirically-based, policy-oriented research. These analytical activities will be undertaken with other GCR2P partners and other institutions in Africa.
At the heart of KAIPTC’s activities for 2008 will be running of the Centre’s eight core courses with its flagship international peace support operations (IPSO) course. The Conflict Prevention, Management and Resolution Department will continue its research activities in terms of how African institutions, especially the African Union (AU) and the Economic Community of West African States (ECOWAS) can contribute to deepening R2P norms among their member states. Research results will be published both online at KAIPTC’s website and as reports to be distributed widely. Core issue-areas will be: conflict prevention measures; sanctions regimes; R2P and ECOWAS; R2P and the AU; and policing and R2P.
Norwegian Institute for International Affairs (NUPI)
The role of the Norwegian Institute for International Affairs as a European associated centre of the Global Centre for the Responsibility to Protect is to contribute to the effective operational implementation of the responsibility to protect norm by conducting solid, policy-oriented research on relevant topics, ensuring liaison regarding pertinent research with other organizations in the Global Centre’s network, and disseminating research findings through a host of convening and outreach activities. At the core of NUPI’s activities for 2008 will be a series of short, policy-oriented research projects that aim to operationalize the principle of R2P in several issue areas. These projects will result in reports to be distributed widely to a variety of stakeholders, policymakers, and practitioners. These reports will be written as stand-alone items; but they will also be compiled in a book that will summarize the main research findings and accompanying policy proposals as well as present them as a coherent package. Priority research and field work will be conducted in the following issue areas: preventive measures; sanctions; international and national legal instruments; humanitarian protection; military intervention; R2P and regional organizations; and R2P and the private sector.
