In the first of a series of reports on Myanmar marking the 4th anniversary of the military coup, the APR2P Centre warns of extremely high risk of further atrocities. Four years of atrocities in Myanmar: Atrocity risks for 2025 and beyond identifies ongoing structural risk factors and explores exacerbating risks and triggers, including increasing attacks against civilian populations, persecution of the Rohingya and the ongoing refugee crisis, forced conscription and the use of child soldiers, and a proposed military-led election. Other factors include widespread sexual and gender-based violence, natural and humanitarian disasters, and foreign interventions and transnational crime. In addition, the report identifies the challenges posed by a lack of agreement among opposition groups about Myanmar’s post-coup governance structures.
Part II: Strategies for reducing the risk of atrocities, to be released in the near future, will offer a range of actions for local, national and international actors that could mitigate the risk of atrocity crimes in Myanmar.
