The Centre has released a new publication: Mass Atrocity Early Warning in the UN Secretariat: A brief appraisal.

This brief provides an overview of Early Warning mechanisms in the UN Secretariat. It focuses on four case studies: Rwanda (1994), Darfur (2003-4), Côte d'Ivoire (2010-11), and Ethiopia (2020-21).

Although the publication notes that the three-pronged process of Early Warning has never been stronger, it also highlights ongoing issues with the international community’s capacity to respond quickly to Early Warnings.
