The Centre has released a new publication: Mass Atrocity Early Warning in the UN Secretariat: A brief appraisal.
This brief provides an overview of Early Warning mechanisms in the UN Secretariat. It focuses on four case studies: Rwanda (1994), Darfur (2003-4), Côte d'Ivoire (2010-11), and Ethiopia (2020-21).
Although the publication notes that the three-pronged process of Early Warning has never been stronger, it also highlights ongoing issues with the international community’s capacity to respond quickly to Early Warnings.
You can download and read the full appraisal here (PDF, 581KB), or from our R2P Policy Briefs page, which contains an overview of R2P’s application in international affairs.
