Drawing upon the UN Framework of Analysis for Atrocity Crimes and complementary early-warning mechanisms, the lead author and panel integrate a gender-sensitive analysis to address how gender inequality and gender-based violence elevate atrocity risks. Furthermore, they examine key contextual triggers, including climate change crises. The resulting 'Strategies for Prevention' reports provide framework-driven recommendations to mitigate country-specific risks. Centred on situations requiring international action under Pillar 2 of the Responsibility to Protect, the text evaluates potential international interventions by focusing on Parts 2–4 of the 2023 Framework for Action.
